panic action = /usr/bin/X11/xterm -e gdb /proc/%d/exe %d || /bin/sleep
9000

This means that it will either start an xterm or if that fails it will
sleep for 9000 seconds.  This allows me a chance to attach a debugger if
its running from inetd / as a deamon and I don't have xhost +localhost
set.
