po/Makefile problem

[TAKAHASHI Motonobu]

in HEAD branch, I found to execute make install in source/po,

source/po/Makefile:124
  @catalogs='$(CATALOGS)'; 

failed under FreeBSD 4.3-R when using tcsh, anyone knows the reason?
