I believe that it was determined that localizing the parameters is not the 
best idea (refer to  
http://lists.samba.org/pipermail/samba-technical/2001-August/015738.html), 
although I believe with appropriate commenting in the smb.conf file, it could 
be quite a bit more understandible for the non-english users.

That's just my two-and-a-half cents.
