Smbpasswd and setuid

A Japanese person was modified SWAT to run sudo internally and change
password. In the implementation users belonged to admin group can see
the "modify" button and if the user pushes "modify" button, internaly
running sudo and modify the settings.

I will merge this feature with Samba HEAD.
