no name services! rpc_ns_binding_xxx() is blank!

well basically i'm going to fudge it up for now, but
yes we'll need a WNS, and i don't believe it's just WINS,
it also supports ip addresses and dns names ala usual
stupid convention of overloading rules associated with
"\\servername".  see CIFS archives for gory details.
