Check, but my understanding is that that all the important paths can be
specified.   Codepages certainly can be, as can the private dir (or smb
passwd file), lmhosts and hosts.equiv.

My impression is that 'real' parameters are used for 'official' options,
while environment variables are used for 'hacks'  (like LIBSMB_PROG). 
An environment variable has the advantage that ou don't have to work it
into the syntax of each individual client/server program.
