Checking Dial-In permission with RPC

How does one check for dial-in permissions using rpcclient/samedit?  I've
tried "samuser <account> -u" and was excited to see the Remote Dial entry.
However, after changing the setting on one of the users and seeing no change
in what was being reported by samedit I began to wonder if I was
misunderstanding what that field was for.
