Use smbcontrol to change the debug level of the active process.
What you report may be a bug.  How did you initially set the
debug level?  Command line?  I think it is now getting
reset from smb.conf.  This is different from past behavior
and is a side effect of the new partitioned debugging code.
I need to look into it some more.
