WINS and international netbios names

Does anyone have a network with internationalised netbios names?
If so does your WINS resolution work as advertised?

I'm tracking down a bug which seems to be caused by a WINS server
running on NT not resolving a perfectly good netbios name (well
it contains an international character).  From playing with
netmon it looks like the wins request always fails and NT falls
back to broadcast but this only works if the machine to be
resolved lies in the same broadcast domain.

There's lots of information on the web which says "don't do that"
as netbios names should be able to be resolved as dns names.  DNS
names are only allowed a range of 7-bit ascii characters.
