bind failed on port 139 socket_addr=0.0.0.0 (Address already in u se)

I am getting this error message when trying to start the smbd daemon.  The
nmbd daemon starts up fine but I can not get smbd to start.

I am trying to run samba on HP-UX 10.20.  I am sure that I am missing an
option somewhere.  If someone could help.
