How to put quoted parameters into parameter strings!

No, I mean that the tokenizer should be doing _all_ dequoting, and
parameter reading should not do any dequoting.  Of course, this does
require that all parameters be tokenized.  I'm not sure if that is
the case currently, but it is the clean solution here.
