time sync problem

This is NT, I take it? Under NT, you need to have rights to "Change
the system time", which by default only Administrators and Server
Operators have. If you want this login script to work, you can give
all your users this privilege via User Manager for Domains; a better
approach, IMO, is to install an NTP client as a service on each
workstation...
