Slow write performance with Win 98 and Samba (fwd)

OK, I did a tcpdump -w.  From the man page:
       -w     Write  the  raw packets to file rather than parsing
              and printing them out.  

The -w files are 
http://rfox.noguska.com/upload.cap
http://rfox.noguska.com/download.cap
