Accessing CVS-WEB?

http://pserver.samba.org/cgi-bin/cvsweb/ does not work on Netscape 3.0.3
It just displays a few random characters.

Because of my internet impairment, I basically need to download
tarballs to tape, and then let the my local system sort out what has
changed.

For the tarballs, I am currently dependant on the incanta.net/~miker/
archive.  And I frequently am getting server unavailable messages from it.
