You can do it with nmblookup and smbclient on the command line, even
if nmbd isn't running. Neither are setuid.

Also see smbw_sample.c in the current cvs tree. That is not setuid
but does allow you to browse the whole network. Be warned that it is a
ugly hack and does not follow the "standard" way of browsing ...
