Yes - the default prefix is still /usr/local; --with-fhs just
changes the default paths for the config, etc. files to match
the GNU/FHS specs.  To get a complete FHS directory spec, use:

    ./configure --with-fhs --prefix=/usr --sysconfdir=/etc \
        --localstatedir=/var
