That is my best guess, yes.

Depends on which parts you are talking about.  TNG has 
really focused on RPC, ntlm v2, the ntlmssp, etc...
Not so much on file serving, browsing, etc...
I think what you'll find is that the development code
in TNG may be more advanced that HEAD in some areas
and lacking on others.
