I have almost no Linux experience.  But I once tried configuring samba
2.0.7 (or some close variant) on Redhat 6.something and saw an error
message about locking such as you describe.  If I recall correctly, this
failure was as an ordinary (non-root) user;  trying it as root succeeded.

The lack of Makefile is to be expected, given the earlier message
"Aborting config". 

(This query is perhaps more appropriate on the maillist "samba" rather
than "samba-technical".)
