CVS is still very slow

It turns out I was incorrect in pointing you at us4 just yet.  If
we can get our bandwidth problems sorted out a cvs mirror can be
set up.  Gerald Carter is also looking at setting up a CVS mirror
at sourceforge.

I guess an announcement will be made on the list when any mirrors
are set up.
