smbcontrol messages

Currently the main smbd does not respond to any of the 
messages sent by smbcontrol (you get a timeout in the
smbcontrol program). You used to be able to change the
debug level of the main smbd and all new ones then
inherited that level. This can no longer be done. You
can send a message to all currently running processes
except the main process. Was this intentional in the
design of the new messaging system or was it an over-
sight. Do we need to change this?
