status of rpcclient in HEAD

As luke has mentioned, rpcclient is head has been disabled
basically because it doesn't work.  There are plans to replace
the rpc_client and rpc_server code with automatically generated
stuff either using Andrew's awk parser or sidlc.

You might want to fix it linking at least, although there is a
serious amount of functionality that just doesn't work, or is
only present in TNG.  It's not really a useful tool in HEAD.
