Problems changing passwords as a user.

Anyone know why I get the following message as a user when trying to
change
the user password? I can do it on one installation but not the other.

hpcs84-> ./smbpasswd
Old SMB password:
New SMB password:
Retype new SMB password:
machine 127.0.0.1 rejected the tconX on the IPC$ share. Error was :
ERRSRV - ERR
badpw (Bad password - name/password pair in a Tree Connect or Session
Setup are
invalid.).
Failed to change password for tssteph
hpcs84->

hpcs84-> ps -ef | grep smbd
