Update on blocked port

First let me thank all those who responded.

NOTE: All IP's are fictitious.

Some more details are:

1. I am going thru "Check Point VPN-1 SecuRemote"
2. I am trying "telnet 83.76.98.11 139"

Here is the result of a netstat -na (edited)

The telnet comes back with
Trying...
A LOT OF TIME PASSES HERE
telnet: Unable to connect to remote host: The connection timed out.

When I use "telnet 83.76.98.11 137" I get

Trying...
NO pause here, it returns immediately.
telnet: Unable to connect to remote host: The connection was refused.

Am I seeing a problem, or is this normal?

I also tried to telnet from the same server to another pc behind the
firewall and got connected on 139 and identical msg on 137.
