Fans of WINS Failover

Folks,

I've been busy.  The code for WINS Failover (that is, when WINS Server A 
falls down use WINS server B) is in place in the HEAD branch.  It's not 
actually integrated with the rest of the code though.

Getting failover to actually work should be easy except for one bit of 
stuff.  I need to figure out how to update the "unicast subnet" when 
failover occurs.  I need some time to get this done, I'm 'fraid.
