How the heck can it work?

I am trying to set the smb.conf permissions to 640 as recommended. When I
do, I still have FULL access to all the swat functions. I believe it is due
to the fact that swat is started from inetd and the inetd.conf has a user of
root (as documented in the doc'n I have found so far)

Is it actually possible to have swat run as root and get LESS access to the
file?

p.s. This is running on Stratus VOS(POSIX.1), not *nix.
