Windows print client question

In printing/printing.c, printjob_encode() and printjob_decode(), the
comments indicate that windows clients tend to send the wrong service
number when doing print queue manipulation.  Does anyone know more of the
details of this?  I'd like to try encoding the job id's differently, since
one byte often isn't enough for the number of jobs in a queue.
