That capability is reserved for the Microsoft Enterprise Edition when
cluster server is installed.

Notice the price difference in this product from the standard Server prices.

If the base server could do the virtual server stuff, it could hurt sales of
the Enterprise edition, since normal servers could be arranged in a hot
standby configuration, with no failover of a disk farm needed.
