BUG: nmbd processes forking() for ever

i am getting nmbd processes, it looks like about one fork()ed off every...
20 mins?  this is with the SAMBA_TNG codebase.

they stick around forever, unfortunately.

i also have a reort of nmbd trying to resolve 1000 WINS requests per
second against an NT WINS server, of every single NetBIOS name it comes
across in the network neighbourhood.

that's a _lot_ of traffic.  of course, it swamps the NT WINS server with
UDP traffic, and then retries...
