SAMBA_TNG: install-libs, install-includes?

header files we are working towards separating into separate make protos.
and then including only the necessary bits.

it's quite a lot of work.

_plus_ the function names all need to be changed, we don't want to pollute
the general library namespace with thins such as strequal, putip,
init_myworkgroup(), tmpdir() etc.
