ok, after fixing a few critical bugs, i think i'm starting to get back on
track.

one of them was the createuser rpcclient command, which typecast a
structure incorrectly, causing memory corruption.  oops.

another was linking policy handles together with the correct user context.

in a couple of days i'll do another alpha tar ball, i have a few more
things to check.
