As of W/NT4 Windows started interpreting the dot to mean that the name was
a DNS name rather than a NetBIOS name. So, the dot is no longer allowed
in a NetBIOS name though other implementations allow it.
If the URI syntax allows a dot in the NetBIOS name, then we will need
another mechanism to distinguish scope.
