See documentation for your unix system.
Try "man quota" to start, or see what your
unix vendor can afford to you.
Quotas are not samba-related.  Samba can only
ask system about quotas and tell user about 'em,
but it is in no way checks/enforces/edits them.
This all are your OS task.
