UNIHDR struct

Anyone,

I think the max_len and str_len of a UNIHDR are supposed
to contain the number of bytes in the UNICODE string
to eventually follow (at least this is what the code 
does now).

Does anyone have any theories as to why all of a sudden
we're couting bytes instead of uint16's in the string 
length?
