Very dependent on your version of Unix, which you conveniently failed
to mention.  Also very *in*dependent of anything to do with Samba.
This list is *not* the place....

Many, if not most, versions of Unix take care of starting lockd for you
automatically, when you configure either the NFS client or server code.
