One would hope that they all take into account the FHS (or FSSTD)
perhaps you could email those which don't. Anyway for Debian he
following URL will give you a list of samba (but not smb) related
packages and their version. Each link will then allow you to examine
the differences between vanilla source and the Debian one.

Here is the relevant portion from the unstable samba-common source
diff, btw the maintainer can be reached on peloy at debian.org:

/etc/samba/debian_config

There are a few other details but probably the best person to ask is
the maintainer.
