Share-level vs user-level in NT and Win9x

Hi,

Has anyone come across anyway to coax NT Server or NT Client to go into
share-level access control?

Win95 can do this, and indeed the default is share-level, unless you change
it on the Network control box, in the Access Control tab and specify a
domain controller to get users and groups from. 

I assume that Win 98 can also do that, but I wondered if NT always comes up
in user-level access control?
