Delay before sending a new ElectionRequest after winning an election

Hi,

different Microsoft documentation gives different values for the period
that a browser should wait after winning an election before sending out a
new ElectionRequest browser request.

One source, browdiff.txt, lists:

  DMB/LMB waits for 100mS

  Backup waits for between 200 and 600mS, chosen randomly

  Others wait for between 800 and 3,000 mS, chosen randomly.

Another source (Windows NT Networking Guide) says:

  DMB/LMB 200mS
  Backup  400mS
  Others  800mS

What is the truth?
