i'm going to do another major code reshuffle of the msrpc library.  [the
first one was adding int argc, char *argv[] and some commands will _more_
than likely be broken.  i'm relying on you people to report what's broken
:-)  detailed reports will help.  i'll fix what i need, as-and-when i need
it.]

soo... this one involves moving rpc_server/srv_lsa_hnd.c to
lib/util_hnd.c, by moving the file in the cvs repository.

you _may_ therefore have to do a cvs checkout not a cvs update.
