smb.conf.%U problem for NT (95 ok)

I wrote a 'restrict anonymous' patch, per Luke's suggestion, back in July or August last year.

It takes care of this problem.  I have been using it in my production environment with no
problems for over 6 months now.  It would be nice if this was folded into the main branch, but
it appears that Luke has a better implemention now.  Woo woo!
