CVS update: samba/source/include (fwd)

AH.  who was it who had difficulties getting a PDC to start up because it
was detecting that samba was a BDC?  without having that network trace,
this _may_ be part of the problem: the PDC attempting to start/stop the
NETLOGON service on samba.

Added SVC_START_SERVICE rpc. An NT PDC will attempt to start the NETLOGON
