Filing naming weirdnesses in NT4SP3, 95/98

this might be a good time to mention that a colleague is having
difficulties ith one "weird" filename appearing in his file list.  this
has been a bug since 1.9.18p10 and it's still in 2.0.x.  an extra,
un-asked-for file shows up with corrupted info in it.
