additional case:

- when a DMB or LMB from NT4 SP3 and above has "SMB signing" enabled OR
requested-but-not-required, Win9X cannot obtain a browse list from it and
will instantly (under 0.5 seconds) report "the network neighbourhood is
unavailable".
