OS level is used for browser elections only : there are a few interesting
articles in MS-KB aka Technet about this -search on the "browser","elections".

But there can be a problem if a given Samba server, as a RFC-NBNS, publish
bad information about NetBIOS names->IP adresses mapping. Deliberate
exploits samples with Perl scripts have been written demonstrating this by
Paul ASHTON, if I remember well.
