Does the time offset parameter really work?

I'm getting some strange results.

Linux box and Windows 95 OSR2 box both in the same 
timezone.  When setting "time offset = 60", the Windows 
box show the time on the server as 13 hours behind!
The man page says that the offset is the number of 
minutes **added** but the some of the code in lib/time.c 
looks like it is subtracting the offset.

Can someone enlighten me?
