unnecessary rpc code removed from SAMBA_2_0

USRMGR.EXE and SRVMGR.EXE will no longer run, not that they ran correctly
anyway, on smbd in the SAMBA_2_0 tree, i just removed the code for this. i
also removed rpcclient and rpctorture, there are stub files left in order
that the main cvs repository is not damaged.
jeremy, the code you're working on (dce/rpc <-> smb interface and rpc
parsing code) i have not touched (e.g rpc_client/cli_pipe.c;
rpc_client/parse_prs.c; rpc_server/srv_pipe.c). matt, jean-francois:
you're both working on the main cvs branch, so you're ok.
one of the reasons for doing this is to make it clear that samba 2.0 does
not support nt domains as a pdc. i'd _really_ like to remove the NETLOGON
support altogether, and if people complain about it (which they will) then
advise them to move to main cvs and take the 20% or so performance hit on
file sharing (which is the same as the previous stable samba series).
i want to avoid giving microsoft a justifiable reason for putting up a KB
article saying "do not use samba it damages nt clients" due to people
complaining about nt and clearcase or nt-based scanner software (the
LookupAccountNames and LookupAccountSids MSDN functions are very fragile
in NT and samba 2.0 can cause nt to break, badly).
