SWAT error:Authentication database use not initialized first

I just pulled a clean Samba CVS (2/4/99, ~8pm CT) and everything seemed to
compile and install OK, but when I try to access SWAT with
http://localhost:901/ and login with root and my system password, I get
"Authentication database use not initialized first" and nothing else.  I
had been able to use SWAT in the past.  Any thoughts on where to start
troubleshooting?
