NT4 Browsing Weirdness with picture

it means i am stuffed because i have a pile of mods to check in for the
password group database stuff, and this is a fix for the wierdness
problem.  yes, it would be good if you could check it in: i will live with
a "cvs clash" when i cvs -t update.
