str[n]casecmp in samba-2

1.9.x line of SAMBA had Str[n]CaseCmp and -DNOSTRCASECMP compilation flag
for those systems missing (for whatever reason) these nice functions.
samba-2 seems to use these in very special case only.

If it's not possible to use StrCaseCmp as replacement for strcasecmp, what
about including them in distribution? There should be plenty available. I
can name some, but I am not sure about licensing restrictions. Is GNU O.K.?
