cvs & directories

Tim,

Please don't add directories to the cvs tree without asking Jeremy or
me first (telling us exactly why they are needed). The problem is that
removing directories from a CVS tree is _extremely_ hard and involves
everyone who has a checked out copy doing some manual editing of their
tree or deleting the lot and starting again.

adding directories is one thing that must be done with consultation
between the developers. Adding files is OK, but not directories.
