Thanks for the confidence boost, Andrew!  Richard, looks like you want to
do this one.  I'm still banging my head against the WINS database upgrade
but if you want to throw some ideas around let me know.  I came up with a
file-idling scheme a while back, but it didn't meet the need so I dropped
it.
